This session will be the opportunity to learn more on EO data co-design through course, exercises and discussion with pilots who experimented the method in e-shape.

Session layout: The session will be a course-training mix where we will alternate between explaining the co-design method (step by step co-design user guide with quick exercises). Participants will be able to test the method, to self-reflect it to their own environment and to learn from e-shape’s best practices. Many interactions will take place during this workshop, including exchanges with two e-shape pilots that have been deeply involved in co-design activities. Video testimonies of further e-shape pilots will also be displayed  during the session.

Scope and Objectives:

The session aims at kicking off the 2022 edition of the EuroGEO Workshop, setting the scene for the sessions of the next three days, and how they will contribute to bring integration and convergence to the EuroGEO initiative. This edition will focus on the preparation of the next journey for EuroGEO to align with progress made and new needs arisen in the European context, as well as to coordinate and strengthen its contribution to the post-2025 evolution of the GEO initiative. Scope: In recent years citizen science has become widely recognised for its potential beyond science, e.g., to provide data to official assessment and accounting systems, helping to close spatial and temporal data gaps, or to provide methods to enhance public participation in the scientific and policy discourse, amongst others. Lighthouse projects across the globe have demonstrated that citizen science data can serve SDG monitoring (Ghana), outweigh official data sources for official air quality reporting (Flanders) or lead to urban re-design of public spaces to reduce noise pollution (Barcelona). At the same time, citizen science practices are debated for their legitimacy, in a narrow sense related to data quality, in a wider sense related to their potential of calling existing accountability systems and power structures into question. This session aims at reflecting current developments by bringing practitioners together to enhance knowledge exchange and to jointly sketch trends and key leverage points towards facilitating the uptake of citizen science data and practice in authoritative data flows and policy making.

Objectives: 

• Maximise knowledge sharing and facilitate mutual learning by raising cross-project awareness of planned, ongoing, and past activities and insights/results.

• Identify trends, key innovation pathways and leverage points for citizen science uptake in official data and decision ecosystems, including a focus on linking with GEO.

• Explore three key challenges related to the uptake of citizen science practice and data in authoritative data flows and policy making:

  • Trust challenge: recognising trust as a multidimensional and multidirectional issue in the context of different mindsets and perspectives, as well as possible underlying tensions between the needs and motivations of the various involved actors and parties.
  • Process challenge: aligning information and decision (infra)structures across stakeholders requires new common frameworks, which, in many places are not yet established.
  • Governance challenge: new governance structures are needed to allow, recognise and empower public participation in research, public data collection and decision making.

Scope and Objectives: Launched in 2019, the H2020 project e-shape was designed to be fully aligned with the strategic directions laid out by the GEO High-Level Working Group (HLWG) and the EuroGEO initiative strategic activities instilled with fresh ideas that will secure long-term impact of targeted EO information within and beyond Europe.
In support to EuroGEO, e-shape was designed to support the development of practices and methods supporting the operational EO services (1) with and for the users and (2) through a conducive environment whereby the strengths of Europe are exploited towards addressing societal challenges, and (3) fostering entrepreneurship and supporting sustainable development.

Particular emphasis was put on EuroGEO on tackling the 'last mile' of the innovation process, thus enabling pre-operational Earth Observation services and promoting operational deployment. Those services address in priority the implementation of a sustainable climate transition.

Since its inception, the European landscape has radically changed with several crises intersecting: a geopolitical crisis, an energy crisis, a climate and environmental crisis, and the recovery from a global health crisis. Exploiting the insufficiently tapped potential of earth observation has been at the heart of EuroGEO ambitions, but time has come to evaluate if the current setting is still fit for purpose and what should be its upcoming priorities and operation modes.

The session aims at looking ahead of us, focusing on the post-2025 GEO Strategy, the tools and resources needed to support it, the role of the commercial sector and the possible addition of stakeholders to this endeavour. Outcomes of the discussions would feed the GEO Post-2025 on-going process.
